CCATD Advisory Committee
On January 6, 2020, the CCATD Board of Directors established the CCATD Advisory Committee through the passage of Resolution 2020-4. The CCATD Advisory Committee makes recommendations on the administration of the Special Transportation Fund (STF), the the Federal Transit Administration’s Enhanced Mobility of Seniors and Individuals with Disabilities – Section 5310, and the Statewide Transportation Improvement Fund (STIF).
On January 13, 2020, the CCATD Board Meeting the Directors established the bylaws for the Advisory Committee through the passage of Resolution 2020-19 and adopted the STIF Plan for 2019-21 through the passage of Resolution of 2020-20 both of which were recommended actions made by the Advisory Committee. On September 12, 2022 the CCATD Board of Directors updated the bylaws to accommodate the STF and STIF consolidation.
The State Transportation Improvement Fund (STIF) program was passed by the Oregon legislature in 2017. The STIF funds provide a new dedicated source of funding to expand public transportation to access jobs, improve mobility, relieve congestion and reduce greenhouse gas emissions around Oregon. Coos County Area Transportation District (CCATD) is the qualified entity in Coos County who has been designated by the Legislature to develop the County’s STIF plan. The CCATD Board of Directors must work with the Advisory Committee to select the projects that will make up CCATD’s Biennial STIF Plan. CCATD is expected to receive over $1.7M in STIF funding for transit projects between July 2021 and June 2023.

The State of Oregon’s Special Transportation Fund (STF) and the Federal Transit Administration’s Enhanced Mobility of Seniors and Individuals with Disabilities – Section 5310 in Coos County typically received about $296K in STF formula funds and about $498k in 5310 funds each biennium. The Advisory Committee will advise the Transportation District on on the priorities of how these funds should be invested to address the transportation needs of individuals with disabilities and elderly Coos County citizens, to encourage and promote services that meet those needs, and to advocate for a range of transportation services.
The Advisory Committee has a minimum of five (5) members to a maximum of seven (7) members to represent Coos County. Each member is appointed for a period of two (2) years. The Advisory Committee consists of; users of transportation services for elderly or disabled, providers of transportation services for elderly or disabled, elderly or disabled persons who live in Coos County, and a representative of elderly or disabled persons. The Advisory Committee meets at minimum twice a year and the members are encouraged to attend the CCATD Board of Directors meetings.
